On 1st September 2024, the Romanian government implemented new regulations concerning the process of acquiring or regaining Romanian citizenship, as outlined in the Government Emergency Ordinance No. 100/2024. These changes affect the issuance of Romanian citizenship documents and passport applications for those granted citizenship.
Introduction of the Romanian Citizenship Card
One of the major updates is the introduction of the Romanian Citizenship Card. Starting from September 2024, all successful applications for granting or regaining Romanian citizenship will result in the issuance of this new citizenship card. The card will be produced by the National Center for the Personalisation of Electronic Passports under the General Directorate for Passports. This new measure aims to enhance the security of citizenship documentation.
Changes in Passport Applications
For individuals who have been granted or regained Romanian citizenship and who have not previously held a Romanian passport or identification document, passport applications now require additional documentation. Specifically, these applications must include both the citizenship certificate and the new citizenship card.
Obligations for Citizens Residing Abroad
Romanian citizens who plan to establish permanent residency abroad are now required to apply for a Romanian passport indicating their country of residence within three years of obtaining citizenship.
Biometric Data Collection
During the process of applying for Romanian citizenship, applicants must submit biometric data, including:

Fingerprints from two fingers
These changes are part of the Romanian government’s broader initiative to digitize public services and streamline the verification of citizenship status.
Digital Integration
As part of the digital transformation, a new citizenship platform will be integrated into the Ministry of Internal Affairs' service hub. This system, managed by the General Directorate for Passports and the General Directorate for Information Technology, will eventually be overseen by the National Authority for Citizenship. Additionally, the Information System for Registering Romanian Citizenship Data within the National Register of Simple Passports has been regulated, ensuring better management and tracking of citizenship information.
Important Notice for Descendants and Former Romanian Citizens
If descendants of Romanian citizens or former Romanian citizens wish to obtain civil status documents, Romanian identity or travel documents, or regain Romanian citizenship, they must contact the relevant institutions directly. This includes applying for Romanian citizenship without the need to first request information from the National Register of Simple Passports.
