REGES-ONLINE 2025: New Digital Rules for Employers in Romania

On 31 March 2025, the Romanian Government enacted H.G. 295/2025, replacing the old REGES framework with a new digital system: REGES-ONLINE. This legislative shift brings major changes in how employers must report employment data in Romania. The new system is more complex and demands strict compliance with deadlines and data accuracy.

What Is REGES-ONLINE?
REGES-ONLINE is the official online platform for maintaining the General Register of Employees. All employers—whether private companies, public institutions, or foreign diplomatic missions employing Romanian citizens—must use it to register, modify, suspend, or terminate employment contracts.
The register includes:
Full employee and employer identification data
Employment start and end dates
Contract type and working conditions
Salary details, bonuses, secondments, suspensions, and terminations
What Employers Must Do
According to the new legal provisions, employers must register and update employee records in REGES-ONLINE, as per the procedure and structure defined by the Labour Inspectorate. This includes data regarding:
The start, suspension, and termination of employment
Job position, type of contract (full-time/part-time), salary, and work schedule
Any changes to previously declared data
The data must be transmitted electronically, following the technical specifications published by the Labour Inspectorate.
Key Deadlines and Obligations
Employee registration must be submitted at the latest the day before starting work
Modifications to salary and work hours must be reported in advance or within defined deadlines
All active contracts must be uploaded into REGES-ONLINE within 6 months
Penalties
Failure to comply brings significant fines, ranging from 3,000 lei to 20,000 lei, depending on the type of violation:
Delayed registration of employment
Incomplete or erroneous data
Missing reports on salary changes, secondments, or contract suspensions
Failure to register existing contracts in the 6-month transition period
Access to REGES-ONLINE
Employees will have the right to:
View their personal data recorded in REGES-ONLINE;
Generate and download a report of their own employment history;
Submit requests for corrections if discrepancies are identified.
Employers may access the platform based on authentication credentials issued by the Labour Inspectorate.
Delegated persons (e.g. payroll providers) may act on behalf of employers under specific rules.
